HIGHEST AND LOWEST PROPERTY
TAX RATES IN VERMONT (2026)
For the 2026–2027 property-tax year, Vermont’s tax system includes separate homestead and non-homestead rates. The statewide base non-homestead tax rate for fiscal year 2027 is $1.643 per $100 of property value. Actual tax rates shown on property tax bills vary by municipality because they are adjusted using the town’s Common Level of Appraisal (CLA) and the statewide adjustment. Vermont also has municipal property taxes. These rates are established locally to raise money for town services and may include general government, roads, infrastructure and other municipal expenses. The Vermont Department of Taxes notes that a property tax bill generally combines the municipal tax with the education property tax.
A commonly cited statewide effective property-tax rate for Vermont is about 1.51%, according to the Tax Foundation’s 2026 state tax data. However, this is an effective statewide rate for owner-occupied housing and should not be confused with the actual tax rate that appears on an individual Vermont property tax bill. Actual rates and tax bills vary considerably by town and property.
Which Vermont Towns Have the Highest Property Tax Bills in 2026?
A home’s tax bill depends not only on the applicable tax rates but also on the property’s assessed value, classification, and any applicable credits or exemptions. For example, the towns with the highest education tax rates calculated with the average single-family home value are: Woodstock with an average tax bill of $18,515, Killington at $16,363, and Plymouth at $14,791. These are education rates only and do not include each town’s municipal taxes.
Home values also vary substantially among these communities. August 2026 data lists typical home values of approximately $694,229 in Woodstock, $495,745 in Killington and $476,453 in Plymouth.
Which Vermont Towns Have the Lowest Property Tax Bills in 2026?
Some Vermont towns have substantially lower property-tax bills than others, but a low tax bill does not necessarily mean the town has a low tax rate. Property values are an important part of the equation. This is a good example of why homeowners should look at both the tax rate and the value of the property when comparing rates.
The towns with the lowest tax bill (education tax rate combined with average home value) are: Ferdinand, with an average tax bill of $1,791, Richford with a bill of $2,356, and Lowell with a tax bill of $2,522.
How Are Property Taxes Calculated in Vermont?
Vermont generally applies a homestead education tax rate to a qualifying principal residence and a non-homestead education tax rate to other property. For 2026, non-homestead property can include a second home, camp, vacation property or property used for certain rental or commercial purposes. A property can also be partly homestead and partly non-homestead if a portion is used for rental or business purposes. Because Vermont’s property-tax system includes several components, homeowners comparing communities should consider the total estimated tax bill, not just one education or municipal tax rate.
