HIGHEST AND LOWEST PROPERTY
TAX RATES IN RHODE ISLAND (2025)

The average residential property tax bill across Rhode Island’s 39 cities and towns was $6,873 in 2025, according to analysis of local residential tax rates and average home values. The average residential tax rate was $12.13 for every $1,000 of assessed value. Rates vary widely from one community to the next because each municipality sets its own rate based on its budget needs and total assessed property values. That’s why two homes of similar size and value can carry very different tax bills depending on where they’re located.

Which Rhode Island Towns Had the Highest Property Tax Bills in 2025?

The highest tax bills in Rhode Island in 2025 were concentrated in the East Bay and in the suburbs south and west of Providence. East Greenwich had the highest average tax bill in the state at $12,771, with an average home value of $820,206. Barrington came in second, with an average bill of $12,027 and an average home value of $784,000. Foster ranked third at $11,384 — not because of high home values, but because it has the highest residential tax rate in the state at $21.52 per $1,000. In general, the towns with the highest bills share higher home values, strong school systems, and easy access to Providence, all factors that can drive up both demand and municipal budgets.

Which Rhode Island Towns Have the Lowest Property Tax Bills in 2025?

The lowest tax bills in Rhode Island were found along the South County coastline and in a few of the state’s older northern cities. Charlestown had the lowest average tax bill in the state at $3,558, followed by Westerly at $3,751. Low bills in Rhode Island aren’t always tied to low home values, though. Little Compton has an average home value of $961,150 but an average bill of just $4,604, thanks to the state’s lowest residential rate at $4.79 per $1,000. Coastal towns with a large share of high-value seasonal homes can spread their budgets across a bigger tax base, so it’s worth comparing both the tax rate and the average bill when weighing one town against another.

How Are Property Taxes Calculated in Rhode Island?

Rhode Island property taxes are calculated by multiplying a home’s assessed value by the local tax rate, then dividing by $1,000. For example, a home assessed at $500,000 in a town with a rate of $12.13 per $1,000 would have an annual tax bill of roughly $6,065. Rhode Island doesn’t levy a statewide property tax on primary residences. Instead, each of the 39 cities and towns sets its own rate every year based on its budget, and the Rhode Island Division of Municipal Finance publishes those rates. State law caps a municipality’s total property tax levy increase at 4% per year, and some communities, such as Providence and West Warwick, set separate rates for owner-occupied homes, rentals, and multi-family properties.
